Steering Wheel install

So as part of the odometer gear replacement, the steering column needed to be dropped and the wheel taken off. The issue I'm having is that I can't install the (original) steering wheel properly. It's the original wheel. There is a horrible scraping/grinding noise coming from the steering column when I turn the wheel.

First the self locking nut, then the wheel, washer, and finally the tightening nut. Installing with the key in the on position to engage the steering lock mechanism. This seems very straight forward but it's not fitting properly.

Mine has a spacer and a washer under the self locking nut. Are you missing the spacer (looks like a thick washer)?

Do you know of another resource that diagrams/explains all components of a steering wheel assembly?

The order of parts on the steering column:

Spacer (looks like a thick washer), steering wheel, washer, nut. Am I missing something?

Yeah that's exactly how mine is assembled. No idea what's wrong still but I can't turn the car at all now

If you loosen the nut can you turn the wheel? Maybe it's over torqued.

If you can't turn the key try removing the wheel and see if the ignition lock works and you can turn on the ignition. If you still can't turn the key, you'll probably need a new lock (tumbler). The ignition switch is behind the lock and is a separate unit. If the key rotates but you don't activate the starter, it could be the switch.
If removing the wheel corrects the problem, the the problem is with the steering wheel installation or the wheel itself.
