That's nearly always a failing ABS sensor - it is giving an intermittent signal - have a go at reading the live wheel-speed data to confirm

Since the car is a 1999 model, the 20 pin connector underneath the hood has to be used to monitor the wheel speed sensors which made it very difficult to monitor the sensors. A buddy and I were able to test them up to speeds of ~5 MPH (hood had to stay open) and they were fine.
How else should we test them?
