What he means is that the cutoff bobs above the level of the oncoming drivers eyes. The purpose of the cutoff is so that you can have very bright light but only below the oncoming drivers eye level. Maybe it is time to look at your suspension if your car bounces that much.
I don't have a single level road in my town, you're always going up or down hill and I am constantly blinded by old school halogen headlights. Can't be helped.
