I was having a hard time getting the wastegate flange to seal but I put a new piston seat in. It doesn't seem to be leaking externally but it's possible that exhaust is going past the the wastegate internally. Maybe the stiffer spring sealed it more but not all the way. I don't see any signs of leaks between the manifold and the head or around the turbo.

I would expect the most likely location to be the exhaust flange on the turbine

I have checked there as well but didn't feel or hear any leakage.
