I'm looking for some 1991 BMW 850i parts however, they do not seem to have either part in US or Germany. Any thoughts on where to find 12531724699 and/or 61311383348? Thanks, in advance for your time.

The harness is still available from the dealer. Going to be difficult to find used, since most part cars just get the connectors whacked off (this harness is kind of buried in the car). Are you certain the harness is messed up? The other switch can be found on eBay every now and then - just enter the part number in your search.
