I'm in the process of doing Hard Motorsport fender flares on my E36 M3 autox/track car. I'm leaning towards the Apex EC-7 wheels in 18x10 with the intention of running 285 width tires on them. The EC-7s come in offsets of 25, 33 and 43. Which offset would I need? I was guessing the 25 or 33.

Shoot the Apex guys a PM here, they'll help you out with any fitment concerns.
I'd ask Hard or Vorshlag, but I would guess ET25 would work with the flares. I am planning to install the Hard flares soon. Take some pictures of where you weld the sheetmetal back together.
I run 17x9,5 +35 but with 20mm front spacer to clear strut spring. I recommend getting the lowest offset offered.
Also, here is what my car looks like with the fender flares on.
