I keep on having this question but always disregarded it, is the throttle body flap supposed to stay open when the car is off? I removed the intake and the flap is open!
Maybe you tell us which car, engine, built year, throttle bodies with wire/bowden cable or with EML with fly by wire.

Are you looking at the secondary throttle body for the traction control system?

That one can stay open without a problem. It only closes really when the traction control system activates to reduce engine torque. It's not attached at all to the accelerator pedal.
