They've also been out of the game for some time, and it appears they won't do any development in England, which makes things harder when the two teams are literally half a world away.

I would think the chassis is designed around the engine, so best case scenario would be some awkward fitment and worst case would be the engine not fitting in the car.

If I'm not mistaken all mounting points to the chassis must remain the same, but the engine can be completely redesigned?

looks like this will be a cracker of a season with the top 3 teams being close and a tight mid-field pack - Very sad for BigMac, and especially for Alonso (I hope he retires with the 3rd WDC - his talent deserves more!) - But I am hoping for a Scarlet attack on WDC and WCC this season!
Are any of you cord-cutters here? as of this year in Jan we have no cable in out house - are there any pay-to-watch services that we can sign up for just for F1 (dont want cable again) or can we sign up for Sky or Channel-4 and will it stream here?
Be under no illusions, Merc will still have the pace to beat everyone. FP in Melbourne will show them 1.5 to 2 seconds ahead of nearest rival. Quali pace (without stressing the PU too much) will show them .6 to 1.2 ahead of everyone else if Hamilton/Bottas gets in a clean lap. Might be closer if Vettel, Ric, or Max can put in an extra special lap.
With RBR expected to bring huge upgrades to Melbourne I expect the following order (without incidents):
Merc, RBR/Ferrari, Williams, FI/STR/Renault, Haas/McLaren/Sauber.
It's pretty hard to legally get Sky in the US (assuming NJ is your actual location, although saying "cracker of a season" makes me question if you're American or not). At the very least you'd either need a bootleg stream/kodi or a VPN. Easiest way to get a good quality stream of F1 for cheap/free in the US would be to get a friend's login for the NBC Sports app. if you really hate the guys on NBC Sports though (like many here do) you'll have to go the other route of finding a stream or waiting for a torrent if you don't have to watch live.
There might be possibility that once again we will see fuel conservation mode since downforce levels have gone higher and despite of slight increase in fuel tank capacity.
