Assuming that the engine is stone cold, the tank is full when the little stick stops going upwards as you add coolant - this results in the little ball on the stick being level with the top of the neck of the tank. At this point, the coolant level is somewhere around 4 to 5 inches below the top of the tank.
DISCLAIMER: If any work has been done to the system (like switching parts), then there will be air in the system, and you must correctly bleed all of the air out ! (Directions in the FAQ at top of forum)

Had this problem. Check the radiator cap and the seals go! Was a easy fix just get new radiator cap
