    Body/Paint work for newbie

I've researched this to death, but still curious about some things:

Engine Bay: I do not want a matte finish, but something a little better. Not touching engine, just the shock towers forward.
    -Sand with 400
-Eastwood High temp engine primer (Direct to Metal) x 2 coats
Question: How long do I wait until I can sand it? I haven't found the data sheet.
-Wet Sand with 800 grit (arctic silver metallic which is why using 800 before base)
-Gray scotchbrite (read that even after sanding, should do this)
-Use compressed air to blow out dust, wipe down with alcohol or w&g remover?
    -Using single stage paint here

    Nose Panel (removed from car):
-Sanded with 180, spot puddy in areas, resanded 180 to 320
    -Wet sand with 400
-Eastwood Epoxy 2k Primer (some areas are metal) over entire panel
2 x coats: wait 20-30 min between coats
    Fully cures in 12 hours
    -Wet sand with 400
-Eastwood 2k high build urethane primer
2 x coats: wait 20 min between coats
1 hour, wet sand with 800 grit
    -Gray scotchbrite pad
    -Paint
    -Clear
Question: HOW LONG BETWEEN HIGH BUILD PRIMER AND PAINT (1 hour)?

    Plastic bumpers (removed from car)
-Both have already been painted previously
-Wet sand needed areas with 180-320, apply filler to the needed areas
-Sand entire bumper, even painted surfaces with 400/600/or 800 grit?
-Do I need to apply adhesion promoter to just surfaces that expose some plastic or entire bumper before primer?
-2K high build urethane primer (entire bumper or just areas I applied puddy/bondo for plastics?)
2 x coats: wait 20 min between coats
-Wet Sand entire bumper with 800 grit
    -Paint
    -Clear

I guess my main question concerns the bumpers and use of the adhesion promoter. I don't wish to really blend in the paint since the bumpers are removed and I can respray the whole thing. Should I just scuff the areas with existing paint and spray the entire thing with base, focusing on the primer'd areas first?

Ok, so I cleaned my bumpers with a gray scotchbrite pad with some scrub paste. Tomorrow, after everything is dried, I will apply filler where needed. Once that is dried, sand with 180/320. Wax and Grease remover, let everything dry, then primer on just the areas I fixed. Should the entire bumper look dull? I actually wet sanded with 400 and it feels smooth, but it still looks shiny.
