I have been professionally polishing headlights for 10 years. I own 2 car washes with detailing shops and have been professionally detailing cars for over 25 years but most of you do not have high speed polisher, so a drill will do with a wool pad will do. I mean if you want you can even use toothpaste with a tooth brush if you have a couple hours to kill. With high speed polisher turn down to near lowest setting (can burn plastic), with wool pad, use medium grade compound dupont 7 (white) or its equivalent. I tape off all painted surfaces within 2" of light as to protect paint from being scuffed. Once polished use any polymer or Teflon wax, both are bonding agents and will last longer then a carnauba wax. pending on driving habits (exposure to acid rain parked outside etc) you will need to wax headlights every 2-4 months to maintain.
Or you can repaint; after polishing, use 2000 grit sandpaper to scuff need special UV paint and re-paint now your good for 3 years.

Plast X. It's around $7 a bottle and you can find it at any auto parts place or Walmart. It's been my experience that no matter what you use, you'll have to re-do your headlights every few washes, but this stuff is so easy to use that it doesn't matter.
It's not about getting from point A to B, it's about every curve in between.

Using restoration kits are ok but the best method is to wetsand, polish and apply some sort of clearcoat.

M105 and M205 work for me using a Flex 3401 (DA). Sanding would be needed to take out the deep scratches, but 5 minutes gives 80-90% clarification.

Just a fine abrasive compound/polish like M205. If badly pittted, a more aggressive substance is needed. Even wetsanding as someone said.
Toothpaste is a last resort, but cheap for mild UV damage.
You might even have some success by hand, however, that will take some time.
