M20B23 (LE-Jetronic) has 150HP stock at crank. I would like to make it 170-180HP. Is it possible with hotter cams, headers, Mahle Pistons, Maybe conversion to Motronic?

If you change the cams, headers, and pistons, you probably want a tunable engine management, like VEMS or Megasquirt.
And, of course, anything is possible with enough money. You can get 300whp out of an m20 if you want to. It just requires enough money. It definitely won't be a 2.3 liter anymore, maybe 2.9 or 3.1 liters.
Good point Kershaw. My question wasn't specific enough, let me modify it:
I would like to get around 180-190HP from M20B23. What modifications should I do? (Now, knowing mods' list I will be able to calculate the cost).
One note: I don't want to bore that engine.
Dual valve springs, cam, +2 (885) valves, a mild port job, 19lb injectors and a motronic/chip upgrade.

you could swap to a 2.7 eta block to effectively bore/stroke it too.
