I have a VIN for car I'm interested in. Any way to tell from this what options are on the car?
Also, for some reason the VIN Decoder (bmw-z1.com/VIN/VINdecode-e) will not work for me.

Don't know anything about those vin #'s corresponding to options, but do you have a link to the actual ad or car? We may be able to tell just from interior/exterior pics! We can surely sort this out somehow.

As far as I know there isn't any way to tell model
options from a vin. If you get a picture of the center
consol/dash I'd be able to tell you just about every
option included though.
Once that you should expect are heated mirrors, heated
windows (front/rear), possibly heated seats depending on
model/year, dual side climate control, auto windows w/
possible one touch up/down, cruise, trunk stored toolkit
(again varies on model/year), rear window blind, etc.

Ok thanks. None of those - except for heated seats maybe - are actually options tho.
2001 740iL will have standard items like the dual side heat control, one touch windows, cruise, tool kit, Xenons with self leveling, NAV, headlight washer spray nozzles, rain sensing wipers...
I don't think there are too many options for the 01s... things like heated seats and/or the cold weather package, IR windshield, power rear sunshade with manual rear side shades.
Only a dealer can look at the VIN report (same report that shows the service codes) and tell you the options that came on the car.
Get a photo like this and you will know many of the options:
