I just want to pretense this with the fact that I do not know a lot about cars, but I am always open to learning and love learning about cars. Also, I apologize if this is in the wrong category.

I was looking at buying a new car (my first BMW). I found a nice looking 1995 BMW 325is in good condition. The only problem: It is registered in Oregon, and I am in California.
On trying to smog it, the car passed everything EXCEPT hydrocarbon emissions. It measured at 148.

I remember upon inspection of the car that there was a tear in the intake (it is an aftermarket K&N intake). Would sealing that tear solve the high HC? Could it be done with duct tape and a more permanent fix be applied later?

The car does have aftermarket exhaust, and a performance chip in it as well. Would either of those fix it? Is there any trick that could bring it down?

From what I have read, 148 isn't obscenely high. The seller of the car is willing to work with it.
