Need help CEL P1421 and P1423

hello every one i need your gurus help

got 96 bmw 850i auto with 76k and it shows codes p1421 and p1423

(p1421 manufacturer controlled auxiliary emission controls)
(p1423 manufacturer controlled auxiliary emission controls)

is some one knows what is it and what needs to be don

and i got some weird noise under back seat

it only doing some times its like some thing splashing inside is it fuel pump going out ???

then the half of the dashboard is hot and the other one if cold

so far that's it

any help will be thankful

SAE Code P1421
Description Secondary Air Injector Valve Circuit Short to Ground

SAE Code P1423
Description Secondary Air Injection Bank 1 Flow Too Low

Your injector valve relay is shorting to ground, causing the "Flow to low" error.

I received 2 diagnosis: 1. Replace air pump. 2. Replace air pump and check valve and hose. Is diagnosis 1. too conservative, or is it worth a try?
