kinda ot: Rockford amp not working

Ok so I have a Rockford 1000.1d amp and the amp won't put out a steady signal like it will move the driver a little but nothing huge even if turned all the way up, which it used to

. Ok so I ripped it apart and have done some diagnosing and I am putting 11 volts into the amp and getting about 4.5 volts at the speaker's output. I know you usually look for watts at that point but I need to know what I should be getting at the outputs. If I change the gain it doesn't do anything to the volts at the output. Any ideas what to check? I had 11 volts for as long as I could follow the POS line but I lose in a very con-fuddled are then can find it at the line to the out put (though now only 4.5 volts)...
