The rubber panel/molding which goes accross the bottom of my windshield is dry/cracked and falling off. The Florida sun does not help!
Can someone tell me what this part is called? Can I replace it?
Same thing happened to mine. Are you referring to the part at the bottom corners on the outside? I just cut mine off and said forget it.

There is no spec name, its just called "covering" under exterior trim on realoem. There are 2. 1 for the left & 1 for the right. The p/t # for my M3 is:

It looks like 96' and later have a single version for this windshield cover, and the 95' has two? Kinda confusing since the diagram is the exact same picture for both models >_<

I have to replace this as well, so just wondering if there is usually any adhesive underneath it to hold it down in place?

There are two models for this, one for verts and coupes and one for sedans.
There are I believe5 plastic cover nuts that tread down on screws exposed when you take the platic nut off, wipers too
As MParallel states you need to get a torx wrench out and loosen the torx screw on the inside of the hinge. It helps to have a friend hold the hood as it will fall when you do this and you can move the hinge around to get that cowling in.
Purpose if anyone is interested is to keep large debris out of the fan area as well as cover part of the car where the wipers live.
Yes living in Florida kills these things after a while bleaching them whitish...
The part numbers I listed abouve are for my 98 M3 Sedan. It has the 2 piece cover.

I just got a generic "Car Black Rubber Seal Under Front Windshield Panel Sealed Trim Moulding Strips" (advertised to work with bmw e36) for $7.50..off Ebay
Used construction adhesive (in a tube) to glue the u-channel to the wiper cowl
