2006 750li p/steering feels stiff, shift lights blinking, dash cluster lights all on, dtc codes are p3200, p320d, p3213, p3216. Could my ecu or cluster be bad.

Did it rain recently or did you wash it. If so check the drains for the sunroof. If they get clogged water will leak up inside of the headliner board and run down the a pillars into all the wonderful electronics in the dash. And can also run down the c-pillars into the other wonderful electronics in the trunk.

Well that has happened, what did you do to correct the problem

Step one clean the drains.
Step two let the car sit in the sun with the windows open.
Step 3 remove any modules that are not working yet, remove cover clean with electrical contact cleaner very carefully and use a very soft brush if there's any corrosion on the traces. The corrosion will cause a short across different paths.
Step 4 replace modules that are still not working.
Step five keep cleaning drains so that the problem does not come back.
If I recall correctly the car has two different can bus systems. They are daisy chain together. If one module has an internal short that shorts out that can bus, the rest of the modules on that system will not communicate with each other. Then you will get multiple system failures. Diagnosing those problems is very time consuming. You usually start by checking the can bus itself for the high low voltage.
