Well then I think its clear - the car has a problem not the cable pins or anything else like that.
The DME (and EGS/AGS if you have automatic transmission) should be on pin 7
Cluster and ABS, should be on pin 8
But - for everything else - the diagnostics go THROUGH the cluster as a gateway.
So: if your cluster is screwed up and you can't talk to it, then you can't get to any of the things 'behind it' either. See below0
(ignore the 20-pin part of the diagram below - the TXD1 and TXD2 for a post 2000 car both go to OBD on pins 7 & 8.)

then i need to change instrument cluster to try?
Don't start adding wires. You'll just create more nightmare mess instead of fixing what the problems are.
You can't just wire the Ibus to the OBD, it needs to go through the cluster for the software to talk properly.
yes cluster maybe could have some problem. could be the cluster is bad, or, could only be wires or connectors to the cluster. if you can't 'talk' to the cluster then that's the very first thing to fix. the cluster "runs" the I and K buses for all the other modules, so if its broken or not wired correctly they can't talk to each other even if they are perfectly fine. yes trying a spare cluster if you can might help. but if it is a wiring problem in the car then there could be a short someplace else keeping the cluster from being able to communicate. you can also test the I bus and K bus wires and see if they have voltage when the car is turned on but to fully test them is a bit more complicated.

By the way - would you please create your own thread instead of posting here? Better for you to have your own thread because this has nothing really to do with modifying VAG cables. Your cables are fine obviously.
Start your own thread with a sensible title like "Cannot communicate with any modules except DME".
