This has nothing to do with whether or not it's "rare."
Yes, Dakar and Estoril (the two colors mentioned by the op) are not standard colors for the e46 M3. That doesn't mean that individual colors are the only rare colors.
I don't know where you live, but up here I RAREly see an e46 M3 in Alpine. Whereas Joe sho on the other side of the country sees them all the time. So, all in all, "rare" is a pretty relative term.

This color is pretty sweet! It reminds me of Steel blue.

Had to look up Mystic Blue, appears that I've seen that color quite commonly - and apparently erroneously - listed as Avus Blue in for sale ads.

Avus Blue is an Individual color; it's still available in the Individual catalog today.
Mystic Blue is a standard BMW production color. It replaced Topaz Blue (09/2000-02/2003) for the E46 M3 and was available from 02/2003-08/2006.
