My Power Steering is vibrating loud only when i turn the wheel at low speeds?

My Power Steering is vibrating loud only when i turn the wheel at low speeds or stopped. when i go over 40 and i turn the wheel its barly does it. It only makes noise when i turn the wheel the rest of the time it is silent. The steering fluid is fine and there is no leaks and there is no damage or lose parts the steering rack. so i figured it has to be the pump or a belt. i dont want to order a pump if its just a belt or pully. what does it sound like it is? (my wifes E46 2001 320i)

Pumps are anywhere from $350~ to $500~ depending on the model.

labor is by the hour and I wouldn't imagine it would take more than two hours to install a power steering pump. I may be wrong. I've never replaced the power steering pump on an E46 but on my e30 it was less than 30 mins to pull it from the other car and place it in my car.

may be the bolts on the pully that the belt goes on could be lose. as it feels more lose than loss of power in steering.
