No uneven wear on tires, but car pulls to the right. Steering rack? Tie Rods?

My car steers to the right, but the tires show no uneven wear like an alignment issue. What could be the problem?

If this isn't new, and the front tires don't show a wear pattern, then check the rear.

But get an alignment either way.

Well what can I say? If the alignment says everything is correct, then it won't pull to one side.
If it pulls to one side, then the alignment is off...
