HELP!!!Pin thingy on inspection bolt problems

HELP 5 Speed inspection bolt?????
I have made this twenty minute job into a four hour nightmare and now I'm running out of daylight! What is the pin at the end of the inspection bolt used for because I think it's preventing me from inserting the bolt... a spark plug fowl prevention/extension... same tread fits... the bolt fits into the other in and treads fine... I need to cut this off before tomorrow!!!

I GOT IT!!!!!!!!!!!!!!!!!

It seemed like it may be important... sorry for scaring anyone off suggesting that I needed to remove it... now back to my original project. The site plug is the same size as the drain plug right... no more of these Torks right???
