I just saw tires that are stretched and they look pretty good. How exactly do they stretch them to fit? And how much does it cost? Im thinking of getting 18" rims that are 8" wide, would stretched tires look good on it, or would it be a joke? Thanks guys

As far as looking good, you have to have the right offset on the wheel. A high offset wheel with stretch is a little silly.
For the 8" wide wheels, the minimum offset for a good look with stretch is et20. The lower the better.
For stretch on an 8" wide wheel, start with a 215/40 tire, the least amount of stretch you're gonna get will still being "stretched", if you can call it that. A 205/40 will be good, and for the extreme effect, go for a 195/40.
Lastly, it doesn't cost extra to have tires streched. Just take the wheels and tires to a reputable shop that caters to "tuners" and such. They should be able to handle it.

I think stretching looks silly. And yea, there is definitely some safety issues there.

i guess its personal preference, im going to go the cheaper way which ever way that ends up being

How big of a safety issue can it be if the tire manufacturer specs a 215/40 up to an 8.5" wheel? A lot of people would call that "dangerous", but I can't imagine it being any more dangerous than any other size tire specified for that size wheel.
