funny you should ask, i snapped some vids this am of the subject car.
car has stock exhaust and the "golf tee" or "unplugged actuator valve thingy" mod.
personally, i love it.

nope! these are made to weld on to stock or aftermarket exhaust systems. they can be then cut at a later date and stock ones installed back (for lease turnbacks or sale, whatever).
typical muffler shop charges anywhere between 15 and 30 bucks for the job

aside from looking bad, they would require you to cut the bumper.
