Depends on which manufacturer.

H&R is on the bottom. Bilstein is on top.

Mine is KW and I lost my manual. It's sitting on top right now, if it's wrong, I'll replace it on the bottom when I'm adjusting the height.
I checked KW website but couldn't find any manual.
