Seat would not recline

Here is a question for all the experts out there. My seat would not recline either forward or back - no noises when switch is pushed. I've replaced the switch box but did not solve the problem. I've used an ohm meter to check for the motor (actuator) continuity but don't know if this is a reliable method. Before i order a new motor, how do i know for sure the motor is the problem (i don't believe it the gearing because there no movement what so ever) - Also, is this a fairly common problem with the M3? Thank you.
