Just picked this up from autogeek.net (they are AWESOME BTW!!!)

I just needed/wanted to know what the two black plastic pieces are used for when to use them etc.....I read the directions but cant seem to find out how they go on/what they are used for

Also it says put in 2 oz's of soap with ______ ounces of water How do I go about measuring this? Or should I just estimate.....thats what I planned on doing anyway. Let me know! Thanks.

The black pieces are the two tips and you'll need only the long one. It's a pressure fit onto the brass shaft. Muscle it on and it'll snap into position.
The short black tip is a non-foaming tip for dispensing other solutions like disinfectant for horse or pig stalls. I keep mine handy for just such jobs.
As for measuring the soaps, go to a hardware store and pick up some measuring cups and tools - it's time you have good measuring tools to compliment your growing stock of detaining products.
Smaller measuring cups are used more than big ones so stock up. Plastic lasts longer than glass, and one of the handier measuring tools I use is a big plastic syringe (needle) type of device. It's great for drawing liquids out of containers and keeping things tidy.
a 50 to 100 ml graduated cylinder (plastic) is really handy too.
Proper measurements ensure proper concentrations which ensure product reliability.
1 fl. oz. = 29.57 cc = 29.57 ml. So round it off to 30.
1 fl. oz. = 30 cc = 30 ml.

But wont the foam come shooting out the sides since it has holes as where my fingers are?

You put that on properly but I forgot about those holes so I went downstairs and looked at mine. Same holes.
Foam doesn't squirt out of those holes, exactly the opposite. I think air rushes into those holes and mixes with the soapy mixture. That's what creates the foam at the far end.
Maybe test it out first though. Fill 'er up good, and have your sister stand beside you as you crank it open. If you see the sunrise tomorrow, I'm right about air rushing in, not soap rushing out.
A couple of things to play with as you use the foam gun. That really little brass tube at a 90 degree orientation controls the amount of mixture coming up from the plastic container. Slide it in and out for more or less mixture (more/less foam). Also, if you rotate it 90 degrees towards the front/rear of the gun, it'll completely block off any mixture rising up from the bottle and only pure water will shoot out. You can spot rinse this way.
You'll enjoy the foam gun, it's a hoot.

You're very welcome. I see you're in Vancouver, Wa. I spent 5 days there a few years ago, centered around The Red Lion hotel/motel near the border. It had a great bar and the DJ was a real entertainer. Really nice people there, very friendly but I noticed there was quite a bit of gum stuck under the tables in the bar. I spent a fair amount of time looking up wondering why I was looking up. Good times. (No driving but a lot of walking and crawling.)

Do you have to have a pressure washer to use this gun?
