Is there a way to program the OBC so it will not let the car start w.o a 4 digit code?

lol, yes.
idk if you're serious because you basically answered your own question.
use the CODE button. when you turn your engine off, leave the key in the ON position, press CODE, type in a number code and hit SET
When you leave, the red light on the CODE button will stay on and you wont be able to turn your car on until you put the key in the ON position and type in the code again.
I do it every night or when I'm gonna be away from my car for more than a few minutes (at dinner, meeting, work, class, etc)

... or disconnect the battery. :) This is a neat feature, but anyone with minimal knowledge of the car could bypass it pretty easily, so I wouldn't rely on it too heavily.

While this will deter an sort of random attempt at theft, but if somebody wants your car this code feature isn't going to save it from a flatbed. Insurance FTW

LOL that dude owns a delorean!!! that's awesome... sorry
it's amazing what you can learn about your car if you read the manual. i'm sure if you don't have it that it's available in pdf format for quick viewing on your computer. it's a good read. so is the security system manual. Luckily my car has all of them still.
Now if there was just a way to get it to arm itself every time you turn off your car. As well as make the alarm system shut everything when you arm it... but that'd be asking wayyy too much. hahaha.
