i want the turning signal on only when thier r blinking.....
u have halo's? Whomever installed them quite possibly got a few wires crossed...

I think what he is saying is that he wants his front marker lights to remain off unless he is signaling a turn. Basically the way the euro spec e34's are configured with the "city light".
If I remember correctly someone on here did a pretty good write up on here with great pix explaining how to accomplish this. Try searching "city light" or "euro smileys with city light"

What Dew said. Take the wire from the parking light park of the turn signal and wire it to the halo.

You want the front running lights disabled?
Pull the bulb mount from each corner. It has three wires with a plug each. One is ground, one is the turn signal, and one is the parking light. I forget which is which, but unless you're completely clueless about electrics, you should be able to find the one the one you want. Don't leave it hanging, or you'll get "Side Light" errors on your check control. Instead, wire it, and the ground, to some other light. In my case, I used a spare bulb and the underhood light (soon to be the foglights). In your case, wire them to the halos.
