How does it not spin even a little, if the belt is intact?

it doesn't spin at all. i look at all the copper wires and they are just not moving. the belt is spinning on the pulley. is it a broken alternator? is there a connection problem.

Is the pulley spinning?
Do this: unlock the OBC and enter code 9.
Look for instructions how this is done. They are all over the place.
This will give you a readout of the voltage.
Run engine at 2K after checking V with engine off and turn ALL access on. Voltage should be above 12V.
If you are at 12.0V or above with the engine running and lights, wipers, radio and fan are on,
your alt is working.

i ran the test it it was above 12v. so i guess my alternator is working... any guesses on the whining situation?

How much above 12V.
Is the pulley actually moving or is the belt just riding onto of it? That would explain the squeal.

13.8-14.6
the pulley is working.. the squeal is coming from the back of the engine bay.

Is the noise more like a whistle than a squeal?
Noticeable more at idle?

It could be your rear main seal.
When did you last change your oil?
You might try a heavier oil and see if that helps should you want to change.
Or you can try an additive to swell the seal first, which would be less expensive method to see if that mitigates the problem before changing oil.
Then try the heavier oil.
Unfortunately, replacing the seal is the only way to permanently fix it.
Not saying with certainty this is the cause of the noise.
Check the dipstick is in all the way. For that matter, anything that uses vacuum is worth checking.
