I was wondering if anyone has tried to fit the M5 front lip spoiler on a stock E34 bumper. just to be clear, I am not talking about the M-tech front spoiler but the BMW M GmBH lip spoiler

I don't think I've ever seen this done before. The M bumper is quite different, but I'd imagine it's possible. I also don't even know if they sell that lip separately, I couldn't find a part number on realoem.

#2 is the entire bumper cover. i dont think the "lip" is seperate at all

I have been searching and cannot find this from any of the OEM resellers. is the stealership the only place to get it?

You could try getting insanely lucky at a junk yard, or maybe contact Bavarian Auto Recycling (I think that's their name) who are a forum sponsor.
