It is based off of engine load, throttle positon, coolant temp, air temp, and oil temp in dual VANOS motor (all wrt RPM).

I should generally turn on at the same RPM point in all gears as long as you car is warmed up and you are past a certain throttle position. There is also a top speed retard map in which retards the VANOS for less power above 139 MPH.
