ASC - Dumb question

So when the ASC light is on, is the system off or on? I've heard it both ways, and one way makes sense to me logically, but that doesnt mean that its correct.

When the light is on the system is disabled.

In other words, the system defaults to "on" when the car is started. You must take action to disable it, which makes sense. If there's bad weather, you won't forget to turn it on.
