If I have a wheel with 30mm offset and use 5mm spacers does that essentially reduce the offset to 25mm?
Unless my above statement is wrong, as a rule of thumb, does a say, 25mm offset wheel protrude outward 10mm more than a 35mm one?

Wheel offset remains the same (same lip size), but yes, for fittment / handling matters, it has the same effect as if the offset would change to that value.

As long as the wheels are the same width, yes, that's a true statement.

Depending on the width of the rim. If the width does not change, then yes the assessment is correct.
