No Hazard Or Turn Signals, Checked Relay

I picked up a nice Black 93 525i the other day, Rotors were worn down till nothing was left (looked like a honda drum), Bunch of blown fuses, leaking PS pump (luckily I had a spare) and a few other issues I figured out. The one thing that has stumped me is the fact that neither the blinkers or the hazard lights are operational. i swapped the relay from my E36 and even tested it but its a no go. Any ideas where to look next?

Also, i need to ad dthat I cannot hear the flasher clicking and no green turn indicators on the cluster. Is there an additional flasher behind the dash? What typically makes the clicking noise in a 525 or 325 that sounds like its behind the dash?
