no, i've seen it before. some people did it in the import car scene around 1997/1998. my friend actually did that to his integra. pretty ugly in my opinion.

Maybe it was parked outside of a building that was being spray painted ? Why you would spray paint a building, especially in those colors, I don't know, but there is no other reasonable explanation.

You can actually buy that stuff in a spray can... and supposedly it washes off after a while. My friend did that do his race car. Console yourselves with the thought that it might not be permanent!
