It looks like it's missing a few things.
The head, intake manifold, icv, and dme just the main things that jump out.

 70k doesn't mean anything when half the stuff with the low miles isn't even on the car anymore!

If you can't do the work yourself, it will probably cost around $5k to get this thing back on the road. For $10k you can find a perfectly running '95 M3 with an equal mileage

I would say 3k max. The motor has to come out that's for sure.
$1500 minimum engine rebuild cost for parts and DIY
$500 used cylinder head
$500 seats
$500 misc engine parts and hoses
$600 for rotted tires
$6600 + time to get this one driving again and that's probably conservative since this thing has been sat up and rained on for who knows how long.
Oh and this must have neen a coastal car from what appears to be some salt corrosion on some of the parts like the alternator

5k is too much. I agree, 2k is more like it. Pay 2k for it, put 5k into it and whammo..... you've got a great weekend track car for 7k. This car has crossed over into track beater territory.

Unless you're planning on using it for spare parts I'd walk away. Even at $1000 you're going to get stuck spending more to fix it than a running car in decent condition would cost.

Probably has some rusted over cylinder walls and deck surface. That means decking to the point where you throw away the block. The oil is probably complete sludge by now, and I highly doubt the bearings will be any good. Just from the pictures, It looks like you might as well replace the fuel injectors, they are probably fubared. If it has been in storage forever, the fuel lines will probably need to be replaced. You are still looking at a lot of money for all the head pieces, and used heads aren't cheap. The wiring harness is probably ripped up as well. The coil packs are gone, that is probably the wrong DME, the throttle and cruise control cables will probably need to be replaced, and I can go on.
Let's just say, that car is worth 500 at most.

Thanks for typing that all out.
This is part of the nightmare that would be running through my head were I to write a check for that car...

i saw the craigslist ad. if the body is really in such good shape (and it looks like it is) and the interior is only lacking the seats, you could ditch the engine entirely and get a rebuilt euro motor w/ 6spd. now for maybe 15k youve got the baddest m3 on the road

I'm pretty sure a guy posted a month or so ago with these same picks. He was asking if he had gotten a good deal on the car and how much it would cost to build it up.
Research the title history carefully if you care going to buy it. Don't buy it if you aren't going to be doing all of the work yourself.
