Can this wheel be fixed

I have two questions about these wheels I have, First I would like to know if anyone has seen these wheels before or if they have any additional information on them, they are Linea Sport Speed Star I think made in japan. Second one of the front wheels is damaged and I would like to know if they can be repaired(so far one local shop said they can't repair them because they have been repaired several times before) I believe they are multi piece wheels so if I can get the damaged part of the wheel replaced that would be great. Yeah, thats not a bad fix IF the break is only on the lip(veritcal) and hasnt' propagated onto the rim(horizontal). I'd weld that one.

I should add...didn't catch the line about "being welded too many times before". Whatever that means. If there has been a weld/repair done in a critical area TOSS THEM. If that wheel only has the damage shown on the pix, then I'd weld it.
