You will not be able to pass smog. You will have to keep your engine stock or find an older 02.

Turbos only make the engine louder, and by louder I mean a lot.

I beg to differ regarding the sound levels increasing with a turbocharger. I have run all sorts of headers and used a centifugal supercharger on the M10. My turbocharged creation is the quietest of the half dozen motor variations that I have tried. In fact it is not only the quietest inside the cabin, but outside the car makes less noise as well. Sure there is a pronounced rush of air when the pop-off valve bursts, but if you use a cast iron log syle manifold I bet the turbo motor could be as quiet as stock with an aftermarket exhaust.
I plan to make a few in/out of car videos when my family descends on my house for Thanksgiving. You will be surprised how little external noise my car makes. Truth be told I was disappointed how quiet it sounded when I had a buddy race around one day while I was standing by the road.

I'd have to agree - all the turbo installations I've seen and had are relatively quiet - except for the 'woosh' or 'whirrrr' which is pronounced as the turbo engages. This might be more a factor of the exhaust system that's been mated tho'.

This car isnt a state of the art and doesnt have sound deadening like most modern cars. If you use a small diameter exhaust with a log manifold Im sure it is quiter compared to a open 2.5 with equal length header. But sometimes I find the whirl of air, the wastegate leak all annoying. Youll get to this point when you have to hear the high pitched squeal of cumming turbo diesel trucks spooling up.

I don't want to get into any kind of bickering with regard to this topic but the turbine is a very efficient silencer by design. Many turbo cars don't even use and exhaust silencer.
I happen to have a 3" exhaust from turbine housing to tail pipe with a single 5" Borla oval rear silencer. I have a remote mounted waste gate with a 1.5" bypass and have removed all of the OEM tar based sound deadening material. I still contend that this car is by far the quietest of all the motor configurations I have run. It has been too long since my car was original (over 23 years since I first drove her) to remember the stock sound levels.
I will admit that the blow-off valve can make quite a bit of noise venting to atmosphere, but that was my choice. I could have routed the bypass charge back into the intercooler but I didn't want to retain the excess heat.
When it comes down to it, to each his own. I will gladly put up with the bypass valve air burst on upshift in exchange for the tremendous rush of torque and increased acceleration. :buttrock
