Paint Help!!!

I just got my 97 M3 few months ago and I noticed there's a spot above the rear side bumper(about the size of half the diameter of a pencil) where there's paint bubbles that have formed....I looked at it closely inside the gap(gap between the bumper and the panel) and it looked like it has been repaired so the car was probably hit on that side and was repainted or touched up....I am concerned that the bubble will probably get bigger and might spread......what do I do? i know inside those bubbles are probably rust or where rust is forming......im thinking of sanding it myself then prime it and touch it up then clearcoat it just to stop it from spreading.........

and get them to recommend a bodyshop unless you are proficient with body work. I've never heard of a 3 year old BMW forming rust, so it may be a more serious problem (some sort of factory defect of suckjob repair work).
