im trying to figure it out i wanna be able to have my high beams and my fogs and my low beams working all at the same time,..... how do i do it

Not sure, but it is against the law as you would blind the pi$$ out of anyone coming around a corner. With your brights on you don't need the fogs regardless, so it would be splicing into wiring and changing things that don't need to be changed.

im pretty sure its just re applying power to the fog light relay. The way it works is a relay cuts off power to the fogs when it gets power from the highbeams. If you jump this relay then the fogs will be able to turn off/on with the stock switch on the dash board but you will still be able to have them on with the high beams. Now you just have to find the relay :D Ive done this on every car ive ever owned and it has worked great.....(just not the 540i)

alright how much is the relay if i have to buy one. i dont think it would take me long to find the relay cause my bro works on pure bmw's . but can you explain a bit more about jumping the relay, so i find it and put it on the floor and then jump it...cause i aint good at jumping...but seriously how would i go about to jumping it.

pretty dam sure there is no fog lamp relay. all the electronics are in the LCM

Couldn't you just splice the wiring, grounding in a new location and rewiring the hot wire to a constant, then add a new switch in the passenger compartment?
