I installed the rims and notice the offset is small, so the distance to edge is too great. What is a reccommended size spacer and lug bolts should I run if I am running about 1/2"-3/4" ofspace between the wheel and feder?
My suspension sits on a H&R Cup Kit 2.1" drop in front 1.4" in rear and H-Sports sways.
My wheel/tire specs are 17x7.5 225/45 front and 17x8.5 245/40 rear.

Sounds like the offset is actually greater on your new wheels, with positive offset moving the wheel inboard. The offsets should be engraved on both your new wheels and the OE wheels. Generally, you want to stay as close to the factory spec as you can, unless clearance issues require a change. So, the difference between the two should give your answer.

I think that's exactly what elh0102 is saying. If your new rim places the wheel further inboard (away from the fender), it has more positive offset than the OE wheel you replaced. The difference is easily determined from the markings on the each wheel. If you want (or need) to move it further out, then you are getting further from the recommended factory specification, which is probably ok to a point, but you don't want to be extreme with it.
