Re-clear coat?

Hey guys, well I got a friend of mine to paint my wheels and clear coat them. The only problem is there really isn't any clearcoat on 3 of the 4 wheels. It's sorta just looks like a bumpy matt black paint on them. Now my question is if I can go buy some clearcoat from pep-boys and spray the wheels again after cleaning them very well? I was going to take them off the car and have the tires covered...then do about 3 or 4 coatings of clear coat.
Will this work for me?

they should all be clear coated fine... inless something happend during a cleaning process that you stripped it off... I will re clear the others tho...
