I was doing some work in my car and had the rear center console apart and found this conenctor just sitting inside it not connected to anything...

Bingo. It's the X400 connector for the dealer-installed cell phone. With the corresponding connector (special ordered through your local dealer) and some 2.5mm pins, you can use that connector to get switched power for accessories such as my tire pressure monitor system.
