actually it could be paint, I bought it a long time ago, and I don't remember exactly what the owner told me, I think he said it wasn't sprayed with some particular item that needed to be sprayed on. All I know is, painted or powdercoated, it's probably gonna be stripped anyways, unless someone likes to have a new style of kosei on their car. :)
