What do these wires go to?

try to take a pic from further back or get under the bumper and take a pick of where the wires come from

Have you tried following them and seeing where they go?

no one has any advice? the wires just sort of stop after 10 inches or so, can't seem to see any connector they would go to

I have those in my 94 318i also. At first I thought they were for the auxiliary fan, but they arent. I tried to check if they have any current but there was not constant reading from it. I can only say that the brown with black line is ground, that's all I know. I hope someone can help us figure this out

Have you oned the car since new? If not, maybe a previous owner had an alarm system or some aux lighting hooked up to that.
