Those would NOT be DOT approved, I doubt you will find them. Howver, you can buy nightshade titn smoking/tinting spray for plastics on summit racings website for about $20.00 a can, probably your cheapest and best option for the headlights and fogs

I have also heard of people buying the tinting spray paint from hobby shops, the kind that have lots of stuff for model cars. I think its considerably cheaper that way

If you really have your mind set on that look, Moss MINI has what you are looking for. These are definitely illegal in some states and, IMHO, should be so in all others.

I don't have a mini, haha, but i have a old BMW, I found this thread and i'll help you out.
The best thing that I didn't find is done by a company called Aeroshield. They've done lots of work for Team Lexus. It's a thin film that you put over your headlights to either smoke it, turn it blue, red, or yellow. It protects your headlights from any rock chips/those annoying little nicks in it, so they also sell ones that are just clear. They also sell clear bras for your car that is computer cut just for your car and will protect the entire front end from any rock chips. Since Mini's are mini, it shouldn't cost that much...here's thier website. BTW they do planes too, in case you have a plane...lol.
if you email them and ask them for a price quote for your car, I'm pretty sure they probably already have it in their computer. I dunno about the clear bra, but the headlights would be about $50-$70 I think.
their automotive section on their website has pictures malfunctioning but you can read the text, and if you click on the gallery you can see examples.

The reason why I listed that is because of a sad experience. That spray works well, but NOT on headlights, I was using laquer thinner forever trying to get it off of my truck headlights, because for some reason when light is projected through it, it will give it a red tint and cut the brightness of them by about 30%, and if you put it on heavily enough to look good, then your headlight beam will look like a dull fire ember at night and cuts of the brightness by, I'd say about 70%. It was a few years ago but the stuff was called Autoshade? I think. I don't know if all tint sprays will have that effect but I'll never risk it again. HOWEVER...it works out well for tail lights. I dunno by memory what the mini tail lights look like, but since that stuff makes it emit red light, you can tint your tail lights and if there's any orange on them it'll turn it so that all of the lights are a unified red. Just make sure you mask off/don't spray your backup light.
