I have $5k to spend on my (nearly) bone stock 99 M3. It is in incredible condition. It has 17 x 8 BBS RC's with new PS2s (I love them). It also has a K&N filter.

My priorities for the upgrades would be:
1) Speed and Handling
2) Looks (nothing major)

JC Cam Kit and GC Coilovers, then get the cosmetic doo-dads of your choice with the remaining dough.

Looks like its suspension time. You can search on what type of suspension you would want to go with coilovers or shock/spring combo. Xbrace would be on that list, ssk, TME's. Do all maintenance like rtabs, fluids like tranny fluid ,diff fluid,brakes, ect.
other than that maybe an exhaust maybe m50 manifold and then sign up for some driving schools and you're set.

Anywho I'd say get some TC kline coilovers and do some maintenance if necessarry. With the left over spend some time at a driving school. Thats what I'd do.

Id do all the maintence stuff first. Make sure your oil pump nut issue has been taken care of, etc. Then id upgrade the suspension. Being up at altitude its hard to make a NA car fast. Id make it handle real nice and then id start saving for a FI set up. Thats what im doing.

2. Clear corners
3. Exhaust
4. Intake
5. Underdrive Pullies
6. Tint
That should still be under 5k so now take it to the track :)

Forced Induction, aka, supercharger, turbocharger, basically a system that forces more air into the engine. I would do suspension, shocks and springs, or coilovers, an x-brace, maintenance, and then go FI if you want power. Don't waste you money on NA power mods if you are looking for a lot of power.

I personally would just buy a bunch of small mods for every aspect of the car.
Suspension, brakes, motor, interior, exterior, etc
Spend the rest on track days.

TC Kline SA Coilovers $1500
OE Clears all around ~$400
Understeer SSK ~$100
JC Cam Kit ~$3000
Assuming you can install the above items...
1. Driving schools
2. Track tires/wheels/pads
3. TCK coilovers + Camber plates
In that order. Looks won't make you faster. With those three things, your car will be much, much, much faster and safer than it is now. Wait for your 4th school before you jump into track tires (if you are already getting the best out your street ones). By then maybe you'll be needing new street tires too! Wait for the suspension until you can get the best out of your car in stock form.
