Having just completed an application for a V-plate today, I can tell you that you will have to describe the meaning of the "characters you have chosen." I just remembered seeing something in the news within the last year where DMV pulled a plate from someone, having realized substantially after the fact that it had some obscure, immoral meaning. Thus, just because you pulled the wool over their eyes once, doesn't mean you're safe for life.
